In the summer of 2020, Penny Norton, as a member of the Consultation Institute (tCI)’s Environment Working Group, designed a research project for a joint initiative between tCI and APSE (Association for Public Service Excellence).
The results of the research project, a report on the Climate Emergency Public Engagement Survey was published in January 2021. It explores local authorities’ attitudes towards engagement on climate change mitigation and identifies both the progress that local authorities have made to date and suitable next steps. It also highlights the significant barriers that local authorities face in engaging on this difficult issue and way in which these can be addressed.
